Jeffery C. Lowe is a senior associate with the Government and Global Trade Group in Mayer Brown's Washington, DC office. JC's practice concentrates on international dispute settlement, international trade and investment law, and international trade negotiations and policy. He has extensive experience in antidumping duty and other trade remedy proceedings, World Trade Organization (WTO) dispute settlement, multilateral and bilateral trade agreements, intellectual property disputes pursuant to Section 337 of the Tariff Act, customs and product importation matters, export control, Foreign Corrupt Practices Act (FCPA) and anticorruption, and trade legislative issues.

JC has represented foreign governments in several successful WTO proceedings. He has defended foreign and domestic companies in import relief proceedings (i.e., antidumping, countervailing duty and safeguard), both in the United States and abroad, including Argentina, Brazil, China, European Union, India, Indonesia, and Israel. JC has litigated numerous international trade disputes before the US Court of International Trade, the US Court of Appeals for the Federal Circuit, and binational panels convened under Chapter 19 of the North American Free Trade Agreement. In addition, JC counsels clients on a wide range of export control and sanctions issues, providing day-to-day legal guidance on matters such as the preparation of material change notices and license applications, requests for advisory opinions and classification rulings, and submission of voluntary disclosures. He also focuses on FCPA and other anticorruption matters.

JC previously served for seven years as attorney-advisor in the Office of Chief Counsel for Import Administration at the US Department of Commerce (Commerce), where he was awarded the General Counsel's Award for Import Administration in his first full year as an attorney. He also acted as lead Commerce attorney in negotiations toward an international agreement to regulate steel subsidies and represented Commerce in key WTO dispute resolution proceedings. JC has taught international trade law as an adjunct professor at the George Mason University School of Law and has co-authored several publications.
