Jeffery J. Qualkinbush is a partner in Barnes & Thornburg LLP's Indianapolis, Indiana office and concentrates his practice in the area of municipal finance. Mr. Qualkinbush serves as bond counsel and counsel to national, regional and local underwriters in a wide variety of tax-exempt financings involving governmental units within Indiana. During his career, he has served as bond counsel to the City of Indianapolis for various bond issues totalling more than $1 billion, including financings for Conseco Fieldhouse, the RCA Dome and Circle Centre Mall. Mr. Qualkinbush has a particular emphasis in tax-exempt lease-financings by local school corporations and other government entities, and during the previous five years, he has served as bond counsel for more than 50 school corporations and public library systems in Indiana. Mr. Qualkinbush is a member of the National Association of Bond Lawyers, the Indiana Association of School Business Officials, the Indiana Association of Public School Superintendents, the Indiana School Boards Association and the Indiana Municipal Lawyers Association. He serves on the Finance Research Committee of the Indiana Association of School Business Officials and has spoken extensively on various municipal finance and school finance issues, including Indiana's petition-remonstrance and objection processes. In 2011, Mr. Qualkinbush was selected for inclusion in The Best Lawyers in America® for his work in public finance law. Mr. Qualkinbush received his J.D. from the University of Michigan Law School in 1991. He earned a B.A. magna cum laude and graduated Phi Beta Kappa from Wabash College in Crawfordsville, Ind., in 1988. Mr. Qualkinbush is admitted to practice in the state of Indiana.
