Jeff Mullan has more than 25 years of experience working at the highest levels on transportation and redevelopment projects in Massachusetts and New England. As a member of Foley Hoag's administrative practice, Jeff represents clients on a wide range of matters related to transportation, construction, infrastructure development and redevelopment.
In September 2011, Jeff returned to the firm after serving in the cabinet of Governor Deval Patrick as the first Secretary and CEO of the Massachusetts Department of Transportation and the Chair of the Massachusetts Port Authority's Board of Directors. Prior to his appointment as Secretary in 2009, Jeff also served as Undersecretary, General Counsel and Chief Operating Officer of the Executive Office of Transportation and later as Executive Director of the Massachusetts Turnpike Authority. He was a principal architect of the law to create the Department of Transportation, a merger of the Commonwealth's surface transportation agencies, and, as its first leader, was responsible for the implementation of that historic initiative.
While Secretary, Jeff led the development of the first strategic plan for transportation in Massachusetts, focusing on safety and customer service and on communication and employee empowerment, including the creation of MassDOT's employee town meeting, the Transportation Roundtable, and its workforce development initiative, MassDOT University. He also worked to reduce costs through efficiencies and the reduction of overhead resulting from the creation of MassDOT - a 10,000-person organization created from the merger of the former Executive Office of Transportation, the Massachusetts Turnpike Authority, the Massachusetts Highway Department, the Massachusetts Bay Transportation Authority, the Registry of Motor Vehicles, the Massachusetts Aeronautics Commission and some assets of both Massport and the Department of Conservation and Recreation. As Chair of the Board of the Massachusetts Port Authority, he worked to increase cooperation and collaboration between Massport and MassDOT. He was also active in the creation of the New England and New York Transportation Compact, a regional cooperation effort comprised of the leaders of the transportation organizations in those states and in Quebec. He is a frequent speaker, lecturer and commentator on transportation and infrastructure issues in Massachusetts and New England.
Jeff began his legal career at Foley Hoag in 1993, became a partner in 2001, and served as co-chair of the administrative practice until his departure in January 2007.

· Project counsel for urban renewal and redevelopment projects in Chelsea, Arlington, Cambridge, Worcester, Quincy and other municipalities.
· Project counsel for the acquisition of several freight rail lines throughout the Commonwealth.
