Biography

J.J. Kubicek is a member of Sutherland's Energy and Environmental Practice Group. She focuses on energy regulatory and enforcement matters, including compliance with the Federal Energy Regulatory Commission's rules, regulations and policies under the Federal Power Act and Public Utility Holding Company Act of 2005. J.J. assists clients in North American Electric Reliability Corporation (NERC) compliance matters, including preparing for, and advising during, compliance audits and developing internal procedures and plans to comply with critical infrastructure protection (CIP) (cybersecurity), system protection and control, and other NERC Reliability Standards and preparing compliance delegation agreements.

J.J. also advises on Commodity Futures Trading Commission (CFTC) matters, including developments under the Dodd-Frank Wall Street Reform and Consumer Protection Act and compliance with related rules and regulations, including proposed and final rulemakings on recordkeeping, market manipulation, large trader reporting requirements and position limits. She also helps clients navigate domestic commodity exchange and foreign boards of trade (FBOTs) market rules and compliance obligations.

Before joining Sutherland, J.J. participated in the firm's 2009 Summer Associate Program. She was also a student instructor with the University of Minnesota Legal Writing Program and served as a legal intern for the Federal Highway Administration.

J.J. is admitted to the District of Columbia Bar and Virginia State Bar.
