Jesse S. Unkenholz is an associate in the Birmingham office and is a member of the Energy and Government Contracts sections. Within these general categories, Jesse's practice is focused on a variety of areas. Jesse has experience with Federal Energy Regulatory Commission (FERC) Compliance Issues, including interpretation of, compliance with, and participating in the rulemaking stages of federal energy regulation, specifically regarding regulation of electric transmission and the integration of renewable energy resources, among other areas. In addition, Jesse has engaged in the formulation and revision of federal regulatory compliance materials, with a specific focus on FERC and U.S. Energy Information Administration (EIA) information collection, and in the administration and implementation of FERC's eTariff electronic filing requirements. Jesse has also done work regarding state and federal facility siting requirements, focusing on condemnation issues.
Jesse also has experience in the area of Nuclear Energy, including spent nuclear fuel litigation and compliance with Nuclear Regulatory Commission regulations, including issues respecting nuclear facility Early Site Permitting and Combined Operating Licensing. Jesse has also advised clients with respect to international fuel procurement contracts, and, in this regard, has experience with U.S. anti-dumping policy and international law respecting fuel trades, with a focus on Swedish law.
Additionally, Jesse has done considerable work in the areas of Renewable Energy and Energy Efficiency, including advising clients on state and federal green energy requirements and programs, compliance with Renewable Energy Credit mandates, and drafting energy efficiency legislation.
Jesse's Government Contract work has focused on state and federal competitive bid requirements, bid protest, and government contract negotiations.

Prior to Joining Balch & Bingham, Jesse clerked for the Honorable R. David Proctor, United States District Judge for the Northern District of Alabama.
