Jing Zhang is a Government & Global Trade associate in Mayer Brown's Washington DC office. Her practice is primarily focused on areas of international trade, customs and investment. Jing frequently drafts administrative filings for antidumping duty and countervailing duty proceedings initiated in the United States and China, and prepares legal briefs to federal courts, the US Department of Commerce and the US International Trade Commission. She also researches and analyzes a variety of trade issues related to the WTO Agreements for business planning and lobbying, the merit of claims and defenses in WTO litigations, and procedural requirements across all phases of a WTO dispute settlement proceeding.

Jing’s customs experience includes assisting clients with preparing prior disclosures of customs law violations to the US government, drafting compliance documents on optimization of global sourcing options and duty mitigation, and researching import-related regulations issued by various US agencies such as the Federal Trade Commission and the US Food and Drug Administration. She has in-depth knowledge on US regulations governing customs valuation and classification, the legal requirements under various US preferential duty treatment programs (e.g., temporary importation under bond, drawback, US goods returned, the “First Sale” rule, etc.), and country-of-origin rules in US FTAs to qualify for duty-free treatment.

On the investment side, Jing has assisted in preparing several notices to the Committee on Foreign Investment in the US (CFIUS) and securing for the clients national security approvals by the US government. She also has experience relating to US regulations on export controls and economic sanctions, and assists with FCPA due diligence.

Prior to joining Mayer Brown, Jing worked as a student extern in the Enforcement Division of the US Securities and Exchange Commission, where she worked on a number of China-related fraud investigations.
