John is a Partner in the Stamford office and a member of the International Trade Compliance Practice. He represents clients in matters that include U.S. Export and Import controls, trade sanctions, Foreign Corrupt Practices and filings with the multi-agency Committee on Foreign Investment in the United States. An integral part of his International Trade work includes complex commercial litigation, representing clients before various Federal courts involving violations of the export licensing requirements, Foreign Corrupt Practices Act and Anti-Boycott regulations. John represents a variety of clients in various aspects of government contract law, including contract formation, negotiation of subcontracts, compliance with the Federal Acquisition Regulations (FARS), and the Defense Federal Acquisition Regulations (DFARS), contract claims and disputes, suspension and debarment.
In addition, John has extensive experience representing clients in administrative hearings before various U.S. agencies that implement and enforce U.S. Customs regulation, the International Traffic in arms Regulation (ITAR), and the Export Administration Regulation. John also drafts and implements export compliance programs for U.S. and Global companies subject to the regulations set forth in ITAR, the EAR, and Foreign Corrupt Practices Act (FCPA). John represents companies on import compliance matters including Tariffs, Duty Drawbacks, Country of Origin determinations under NAFTA and other Trade Treaties. This includes representing clients on ruling requests, protests and prior disclosures to U.S. Customs and Border Protection,
as well as representing clients in administrative hearings regarding U.S. Customs seizure of goods.
•Counsel to a U.S. corporation in the sale of U.S. manufactured and reconditioned 5 ton, 6x6 military style trucks to an Angolan Petroleum Refinery.
•Counsel to primary military defense contractor in the export commodity classification of aerospace component parts.
•Represented a U.S. company in establishing a Joint Venture with a Chinese company based in Shandong Province, China, for the manufacture of electronics.
•Represented a U.S. heavy equipment manufacturer in establishing a manufacturing plant in India for the production of engine component parts.
•Represented a U.S. company before U.S. Customs regarding the alleged improper importation of contraband products.
•Represented a U.S. company that manufactures oil drilling equipment in a breach of contract claim brought by an oil exploration company.
