John M. Gilman represents employers and governmental units in traditional labor and employment matters - from basic employment counseling to labor relations in unionized and non-unionized settings to complex litigation involving disability, sex, race and other discrimination issues. He handles matters in state and federal courts, including jury trials, before governmental administrative bodies, and in private arbitration forums. John's work with local governments includes providing briefings to elected political bodies on issues relating to public sector employment and collective bargaining, and working with department heads, county and city managers, and chief finance officers.
John has negotiated several first collective bargaining agreements and successor agreements, and has acted as a spokesperson at the table and behind the scenes strategist. He handles representation case matters before the National Labor Relations board and advises clients on communications strategies and campaign tactics. John also litigates unfair labor practice charges before the National Labor Relations Board, where he previously served as a law clerk. Additionally, he routinely conducts union avoidance training, supervisor training, training on implementing collectively bargained terms on an operational level and litigates contract interpretation and discipline grievances in labor arbitration. John also has substantial experience in drafting legislation authorizing collective bargaining and interest mediation and arbitration for public sector employees.
John previously served as a law clerk with the Small Business Administration in Washington, D.C. In addition to his legal practice, he is Vice President of the Baltimore Chapter of the Labor and Employment Relations Association (LERA) and will serve as the organization's President in 2012.
John graduated Cum Laude from The Catholic University of America, Columbus School of Law. He earned a bachelor's degree in Politics from Washington and Lee University.
