A partner with the Firm since 1982, John Thomas concentrates on tax-exempt financing by state and local government agencies for private entities, including colleges, schools, hospitals, and other nonprofit organizations, and eligible manufacturing companies and "exempt facilities" under the Internal Revenue Codes, including solid waste, water systems, airports, and others.
He devotes much of his practice to acting as bond counsel for the Massachusetts Health and Educational Facilities Authority (HEFA), the Massachusetts Development Finance Agency (MDFA), and the New Hampshire Business Finance Authority (NHBFA). In addition, he serves as bond counsel in financings around the country and as underwriter's, borrower's, trustee's, lender's, and letter of credit bank's counsel.
Notable Experience
· Served as bond counsel for HEFA or MDFA bond issues for Harvard University, Massachusetts Institute of Technology, Boston University, Boston College, Williams College, and many other nonprofits of all sizes and types in Massachusetts.
· Designed and managed complex pooled financing programs for HEFA and MDFA.
· Served as bond counsel for innovative financings in special situations, including the issue of tax-exempt obligations out of a hospital bankruptcy, and sale and leaseback transactions.
