BiographyJohn Rogers is a sixth generation South Central Kentuckian and a descendant of an early settler of the area, Edmund Rogers, the founder of Edmonton in Metcalfe County. John is the son of Jim and Elizabeth Ann Rogers. Jim, who is deceased, was a native of Glasgow and the son of Ben and Nell Rogers. Both Jim and his father Ben worked until their retirement at the Glasgow Post Office. Jim retired there as Postmaster. John's mother Elizabeth Ann is a native of Cave City, Kentucky where her father E.C. Davis served as mayor and coached and taught at Cave City High School. While growing up in Glasgow, John learned the work ethic early by delivering newspapers for the Glasgow Daily Times and the Louisville Courier Journal while in grade school and high school. He started these newspaper routes on bicycle and then did them by car when he got his drivers license. John was also active in Boy Scouts, and remains active, serving as a member of the Executive Board of the Shawnee Trails Council, Boy Scouts of America. Also during high school, John worked part-time for Houchens Grocery for four years until his graduation from Glasgow High School. John also did farm work for many area farmers while in high school, including Earl Garnett Vance, and J.Wood Vance. During college, John continued working at the college newspaper and at the college library to help pay his way through college. After graduating from college, John lived at home in Glasgow and worked in his brother Ben's law office before starting law school himself at the University of Kentucky College of Law. During college, John also served an academic internship with the Kentucky Legislature, working for the State Government Committee in both the House and Senate. Also during college, John served an internship with U.S. Senate Commerce Committee staff of Sen. Wendell Ford of Kentucky and Sen. Ernest F. "Fritz" Hollings of South Carolina. After law school, John married LaDonna Guinn, also of Glasgow, and they both worked in Frankfort for Governor Wallace G. Wilkinson. At the end of his administration, John and LaDonna returned home to Glasgow to raise their family, which began with twin girls Katherine and Guinn, who were born in Lexington and raised in Glasgow. Their son John Thomas was born two years later in Glasgow at T.J. Samson Community Hospital. LaDonna is the daughter of Gerald and Pat Guinn of Glasgow. Gerald was a local electrical inspector for the Glasgow Electric Plant Board and later Farmers Rural Electric. Pat worked at Citizens Bank, Mammoth Cave PCA, Lawson Implement and the local state child support office. John has been practicing law in Glasgow for the past 19 years. During part of that time, he served as an assistant felony prosecutor under Judge Phil Patton (then prosecutor) and Herb Sparks. LaDonna is the human resources director for T.J. Samson Community Hospital and is very active in the local educational community where she serves on the Glasgow School Board and recently completed service on the Board of Regents at Western Kentucky University. Katherine and Guinn are juniors at Glasgow High School and play on the varsity soccer team and John Thomas is a freshman at Glasgow High School where he plays football and baseball. All three of their children played sports in the Glasgow Little League program. John has been active in civic affairs and served as Chair of the Legislative Committee of the Glasgow-Barren County Chamber of Commerce for several years and is a member of the Glasgow Rotary Club, serving as Club Scholarship Chairman. He has served as president of the Barren County Bar Association and has served as legal counsel for the local chapter of Habitat for Humanity. He also has served on the board of the Kentucky Bar Foundation, the charitable arm of the Kentucky Bar Association and has served on the Board of Directors of Cumberland Trace Legal Services. Additionally, John has served as president of the Barren County Chapter of the American Cancer Society, having himself been a cancer survivor since 1984. John is currently serving as chair of the Barren County Library Board. He is admitted to practice before the U.S. Bankruptcy Court and U.S. District Court for the Western District of Kentucky as well as the U.S. District Court for the Eastern District of Kentucky and the U.S. Court of Appeals for the Sixth Circuit. He is also admitted to practice in state court in the Commonwealth of Kentucky. John has served as Chair of the Kentucky Registry of Election Finance since first being appointed to the board in 2003. In his role as Chair of the Kentucky Registry of Election Finance, John convened a 2005 task force to study and recommend omnibus changes to Kentucky's campaign finance laws, resulting in a three-volume report which continues to be studied by the Kentucky Legislature. The recommendations included increased electronic filing of campaign finance reports and more frequent filing of those reports for more candidate accountability to the voter. He has also been active in the Council on Governmental Ethics Laws ('COGEL') and was featured on a panel at the group's annual conference in December of 2007. He is a life long member of the First Christian Church in Glasgow and an Elder there. John serves as Kentucky State Chairman for the National Association of Consumer Bankruptcy Attorneys ( NACBA ) , a professional organization and advocacy group for consumers. John has been a active member of NACBA since 1997. Also, John is Certified, Consumer Bankruptcy Law, American Board of Certification and is one of only 5 attorneys in Kentucky so certified.
