Joseph C. Schoell is a partner in the Commercial Litigation Practice Group. Prior to joining the firm, Joe was a Delaware based litigation attorney with a regional law firm. He has handled a variety of corporate and commercial litigation in state and federal courts, and has advised clients on Delaware corporate and business entity law. Joe also has substantial experience in regulatory and administrative law and government relations matters.
Joe previously served as chief legal counsel to Delaware Governor Ruth Ann Minner. As governor's counsel, he advised the governor, her cabinet and senior agency personnel on legal issues, coordinated with the Delaware General Assembly on policy issues, assisted in the development and implementation of legislative and policy agendas, and oversaw important litigation involving the state. Among other things, he was instrumental in the adoption of legislation reforming Delaware's workers' compensation system, legislation modernizing Delaware's bank franchise tax and legislation expanding the jurisdiction of the Delaware Court of Chancery to permit mediation of complex business and technology disputes. Before his service in the governor's office, Joe was a partner with a Wilmington law firm, where he handled a broad variety of sophisticated business litigation and transactional matters and practiced extensively in the Delaware Court of Chancery.
Joe is a member of the American Bar Association and the Delaware State Bar Association. He has served as a member of the Delaware Emergency Management Services Oversight Council, the Delaware Sentencing Accountability Commission and the Delaware Board of Accountancy. Joe has written and lectured on the Delaware Court of Chancery Practice for the Delaware State Bar Association and published "Disinterestedness & Independence Under Delaware Law," 23 Delaware Journal of Corporate Law 1157, 1998, with Grover C. Brown and Michael J. Maimone.
He earned his J.D. from Yale Law School, where he was an associate editor of Yale Law & Policy Review, and his B.A., summa cum laude, from the University of Delaware.
