Joe's experiences as general counsel for Northwest Missouri State University and the Missouri Department of Higher Education have given him a broad foundation for counseling clients on educational matters.
Before transitioning to education law, Joe served as General Counsel for defense contractor MZM, Inc. and Of Counsel for Akin, Gump, Strauss, Hauer & Feld LLP. He also served as Deputy Administrator of the Panama Canal for five years under President Bill Clinton.
Joe spent more than 25 years serving in the U.S. Army, retiring as a colonel in 1995. He held positions including assistant to the Assistant Secretary of Defense for Legislative Affairs, executive assistant to the Judge Advocate General of the Army and Chief of the Army's environmental law division in the Office of the Judge Advocate General, for which he was an asset in the startup in 1984.
He was also a National War College fellow to the Department of Justice and the staff judge advocate to the U.S. Army South in Panama. During his time in Panama, he supervised over 20 lawyers and support staff and managed the provision of the full array of legal services including criminal, contract, personnel, international and administrative law.
Joe also held positions as an assistant to the General Counsel of the Army and as an Army Judge Advocate with the 1st Armored Division in West Germany, where he practiced administrative law and prosecution.
