Judith is an energy attorney with a practice that primarily focuses on advising and representing utilities on transactional and regulatory matters, including the drafting and negotiation of long term power supply contracts, renewable/green energy agreements, and interconnection/distributed generation agreements. She also advises on all related ancillary negotiations and agreements, such as change of control transactions, collateral swaps and contract amendments. Judith advises Georgia Power Company on various regulatory matters before the Georgia Public Service Commission, in particular the approval and certification of energy contracts and new generation. She assists lay and expert witnesses for appearances before the Public Service Commission on various cases, and advises on customer service issues, as well as Fair Credit Reporting Act (FCRA) and Fair and Accurate Credit Transaction Act (FACTA) compliance.
Judith holds a Bachelor of Science degree in psychology and earned a Master of Science degree in Community Counseling, both from Georgia State University. Judith graduated magna cum laude from Georgia State University College of Law and clerked for the Honorable Carol W. Hunstein of the Supreme Court of Georgia.

Counsel to Georgia Power Company on matters involving Public Service Commission certification of resources, including the drafting and approval of pro forma power purchase agreements for long term supply side resources and the negotiation of long term contracts with independent power producers.
Counsel to several utilities regarding various Federal Credit Reporting Act issues, including advice regarding identity theft, privacy and corporate background check matters, as well as compliance with the Fair and Accurate Credit Transactions Act.
Counsel to several utilities regarding Requests for Proposals and contract negotiations for the procurement of green energy and renewable resources, including the purchase of energy and capacity from Qualified Facilities pursuant to PURPA.
Counsel to Georgia Power Company in collateral assignment and change of control transactions for long term power supply contracts.
