Kelly's specific article surveyed changes to captive insurance company regulation within the 50 states. Co-Editor of the American Bar Association Insurer Insolvency Handbook, 5th Edition. Circuit Editor, responsible for providing summaries of insurance insolvency cases decided in the state and federal courts within the 11th Circuit from June 1, 1999 through December 31, 2008. The handbook will be featured at the American Bar Association's Trial Torts and Insurance Practice program entitled "Insurer Receiverships & Run-Off: The Next Level" on June 4 and 5, 2009 in New York City.
