Biography

Ken Baldwin practices utilities, energy, and telecommunications law. His practice includes all aspects of utility, energy, and land use regulation before state and local administrative agencies, with an emphasis on energy and telecommunications regulation and facility siting. Mr. Baldwin appears regularly before the Connecticut Siting Council and the Connecticut Department of Public Utility Control, in addition to other state and local administrative agencies related to energy and telecommunications facility siting matters, telecommunications and electric supplier certification proceedings, occupational licensing, and renewable energy classification proceedings. He also appears regularly before planning, zoning, and wetlands boards and commissions in Connecticut. He has been involved in state and federal litigation on utility- and energy-related legal matters and is a member of Robinson & Cole's Coastal Resources Management Center.

Recently, Mr. Baldwin authored a chapter on electric facility siting in an American Bar Association book entitled Capturing the Power of Electric Restructuring.

Before attending law school, Mr. Baldwin worked for ten years in various capacities in municipal planning and zoning offices in New York and Connecticut, where he was responsible for zoning administration and development plan review and analysis.

Mr Baldwin has written and spoken on numerous issues related to telecommunications and utilities facility siting, as well as on local land use implications related to the telecommunications industry. He has been listed in The Best Lawyers in America® in the area of Energy Law since 2008 (Copyright 2011 by Woodward/White, Inc., Aiken, SC).

Experience

- Regulatory counsel for FirstLight Power Resources, whose Waterbury Generation Project consists of an approximately 96-megawatt (MW) generator to be built on a brownfield site on Washington Avenue in the City of Waterbury. This generator is a state-of-the-art combustion turbine manufactured by the General Electric Company that will, during periods of high electric loads, primarily burn natural gas, with ultra low sulfur distillate (similar to kerosene) used as backup fuel.

- Provided Verizon Wireless with legal support on real estate-related issues.

Utilities and Telecommunications

- Represents Verizon Wireless in regulatory proceedings before the Connecticut Siting Council and municipal agencies in connection with wireless telecommunications facilities.
