Kevin R. McAuliffe

Mr. McAuliffe is preeminent in the field of New York project development, handling highly sophisticated development matters for clients within the State and those looking to come to New York. With more than 25 years of project development experience, Mr. McAuliffe has represented public and private sector clients over a broad geographic range in multimillion dollar development, bonding, and leasing transactions.

Highlights of Mr. McAuliffe’s transactional experience includes representing the City of Syracuse Economic Development Corporation (SEDCO) in a $19 million renovation and leasing project of a major downtown office building; establishing a commercial and light industrial park through a joint effort between SEDCO and the Greater Syracuse Chamber of Commerce; representing a developer in a $12 million project financed with tax-exempt bonds to convert an historical downtown building into a parking garage while preserving the external integrity of the building; working with numerous not-for-profit organizations, developers, and municipalities in constructing HUD-financed, affordable housing projects; developing senior housing projects, including a 108-unit complex in Canandaigua, New York; and representing the developer in connection with a $12 million hotel in Geneva, New York, financed with a combination of private and public funding. As counsel for a publicly traded company, Mr. McAuliffe worked with the local Industrial Development Agency to acquire and construct the 420,000 square foot, $40 million Waterloo Premium Outlets in Seneca County. Subsequent to the initial closing, this project was refinanced and he acted as New York counsel with respect to multiple securitized financing transactions.

When the New York State Economic Development Office issued a Request for Proposal, Mr. McAuliffe successfully secured the task of standardizing the methodology for the creation of Zone Capital Corporations and the utilization of numerous economic development zone benefits to expand development throughout New York. Apart from the State contract, Mr. McAuliffe is responsible for the creation of the Statewide Zone Capital Corporation of New York. He worked with the Empire State Development Corporation, the New York Business Development Corporation and First Albany Companies to raise funds, through a confidential offering memorandum, in the approximate amount of $30 million with a multi-Zone Capital Corporation. Mr. McAuliffe is one of the leading promoters of the Empire Zones Program in the State of New York and has published a handbook specifically tailored to address the opportunities and benefits available to businesses located in Empire Zones.
