Kris is involved in all aspects of public finance throughout New England, the East Coast and Chicago, including the structuring and facilitating of a variety of tax-exempt bond transactions. Kris serves as bond counsel, borrower's counsel, underwriter's counsel, bank counsel, issuer's counsel, bond insurer counsel and in other capacities. Much of her public finance work focuses on debt issuances to support 501(c)(3) organizations, such as public and private colleges and universities, secondary schools, cultural institutions such as museums, and other charitable organizations. In addition, she represents governmental issuers in connection with large scale projects that enhance airport, water, sewer and other public facilities. Kris represents The Commonwealth of Massachusetts in connection with its infrastructure development program (I Cubed). She works with financially distressed borrowers and manages work out situations with creditors, including bond insurers. Kris is the head of the Firm's Infrastructure Sector Group and is a member of the Firm's Public Finance, Healthcare, Education and Aviation Sectors.
•Serves as bond and agency counsel to the Massachusetts Development Finance Agency with respect to hundreds of tax-exempt and taxable bond transactions, including design and management of MassDevelopment's daily, weekly and commercial paper pool loan programs and MassDevelopment's lease program.

•Serves as special counsel to The Commonwealth of Massachusetts in connection the I-Cubed program (Commonwealth Infrastructure Development Assistance).

•Serves as South Shore Tri-Town Development Corporation's first and only bond counsel, including with in connection with the initial financing for the redevelopment of the former South Weymouth Naval Air Station in the towns of Abington, Rockland and Weymouth, Massachusetts.

•Serves as disclosure counsel to the Massachusetts Port Authority.

•Served as disclosure counsel and counsel to underwriters for the Massachusetts Water Resources Authority.

•Represents credit providers - bond insurers and banks - in connection with distressed borrowers' working capital needs and bond defaults.

•Well-versed in the issuance of tax credit bonds, taxable century bonds and complicated security structures, including Master Trust Indentures, Intercreditor Agreements, Mortgages and other security agreements.

•Structured complex refunding transactions for a number of small and large institutions, including Harvard University, Dana Farber Cancer Institute, Tufts University, UMass Memorial Health Care and Williams College.

•Structured complex documentation for 501(c)(3) and industrial development bond clients involving letters of credit, bond insurance and multi-modal, auction and fixed rate financings.

Outside of the office, Kris enjoys SCUBA diving, traveling and volunteering as a CCD teacher. She is a member of two book clubs, participates in various community service activities and is interested in Japanese language and culture, having studied it in college and law school.


Edwards Wildman Acts as Bond Counsel on $4.8 Million IHDA Housing Deal for Elgin

Edwards Wildman has acted as bond counsel to the Illinois Housing Development Authority to successfully close its $4,865,000 bond issuance to expand affordable housing options in Elgin, IL.

Southcoast Health System 501(c)(3) Revenue Bonds

Edwards Wildman has a long history of serving as bond counsel in connection with the issuance of qualified 501(c)(3) bonds by the Massachusetts Development Finance Agency (and its predecessor) for the benefit of Southcoast Health System, Inc., a Massachusetts non-profit corporation that oversees and coordinates a series of affiliated corporations that provide a broad range of health care and related services to southeastern Massachusetts and adjoining communities in Rhode Island.

Massachusetts Port Authority - GARB Revenue Bonds, Series 2012-A and Series 2012-B

Edwards Wildman has served as disclosure counsel to the Massachusetts Port Authority with respect to all of its financings since 1997.

University Bond Counsel

On March 29, 2012, we represented longtime client Tufts University in the issuance of $250,000,000 Taxable Bonds with a bullet maturity due on April 15, 2112, bearing interest at 5.017%.
