Louis J. Cannon Jr. represents management in the full spectrum of traditional labor matters. Louis has defended clients in litigation with labor unions in federal courts, before the National Labor Relations Board (NLRB), and in labor arbitrations with American Arbitration Association (AAA) and Federal Mediation & Conciliation Service (FMCS) arbitrators involving discharges and contract interpretation disputes.
His litigation experience includes co-chairing a 15-day NLRB trial, which involved a multitude of issues, including the closure of a department, allegations of discriminatory discharge, changes to employees' health benefits, employer assistance with a decertification petition, maintenance of overly broad work rules, and implied threats of discharge of employees due to union activity. Louis also has substantial experience with collective bargaining negotiations and counseling on the interpretation and administration of collective bargaining agreements. He has advised clients on responses to grievances, legality of conduct under the National Labor Relations Act (NLRA) and other labor statutes, mass layoff situations under the Worker Adjustment and Retraining Notification (WARN) Act, defined-benefit pension plans with respect to the Employee Retirement Income Security Act (ERISA), and employer response to labor strikes. Louis has also counseled employers and conducted union avoidance training.
Beyond traditional labor matters, Louis offers general advice and counsel on employment matters, including management training sessions. He has extensive experience investigating and responding to Equal Employment Opportunity Commission (EEOC) charges and discrimination charges filed with state human relations agencies. He also has represented clients in Title VII and wage and hour cases in federal and state court, as well as in on-site investigations conducted by the Department of Labor (DOL) and Office of Federal Contract Compliance Programs (OFCCP). Louis has also represented employers in unemployment appeals hearings.
Previously, Louis was an associate with a labor and employment boutique firm. During law school, he served as a law clerk with the United States Attorney's Office and the National Archives and Records Administration (NARA). He earned his J.D. from the University of Maryland School of Law, where he was an associate editor of the Maryland Law Review. He graduated summa cum laude with a B.A. from the University of Maryland.
