Biography

Lowell is a litigator and governmental affairs expert, with 20 years of experience representing companies and individuals in Jefferson City, Mo., and Washington D.C. From 2005 to 2009, Lowell served in the administration of former Missouri Governor Matt Blunt as the Deputy Director of Revenue and then as the Governor's General Counsel. In January 2009, he returned to the firm to resume his advocacy on behalf of businesses and individuals.

Lowell has represented businesses and individuals in commercial disputes and in matters before state government, and has made multiple appearances before the Missouri Supreme Court in employment and constitutional cases. Lowell has represented many of the state's largest healthcare providers, numerous cases in the federal and state courts challenging over-reaching government action, and has spearheaded the Governor's judicial appointments process.

As Deputy Director of Revenue for the state of Missouri, Lowell had responsibility for developing Missouri's corporate income tax, sales and use tax, and individual income tax policies. He led the department's effort to resolve by negotiation a $450 million, 170-party sales and use tax dispute. Lowell frequently testified on behalf of the department before legislative committees, including the Ways and Means, Appropriations, and Judiciary Committees of both houses of the Missouri General Assembly. He was a regular speaker on tax issues to groups such as the Associated Industries of Missouri, the Missouri Chamber of Commerce and Industry, the Associated Contractors of Missouri and the Missouri Public Utilities Association.

Before moving to Missouri in 1994, Lowell spent 10 years in Washington D.C. as a litigator and employment lawyer in two of the country's largest law firms, a policy advisor to the Judicial Conference of the United States, and as campaign counsel to a presidential campaign.

Lowell previously taught Pretrial Litigation at the University of Missouri - Columbia School of Law.

· As General Counsel to former Missouri Governor Matt Blunt, co-authored a United States Supreme Court brief in Kennedy v. Louisiana, on behalf of the governor and members of the Missouri General Assembly
