Professional Experience
Marc Luesebrink is of counsel in the Land, Environment & Natural Resources Division in the Los Angeles office. Mr. Luesebrink has extensive experience advising both private industry (primarily energy companies) and public sector clients on environmental and land use matters, including compliance with the California Environmental Quality Act (CEQA), the National Environmental Policy Act, the Coastal Act, the Clean Water Act, the Clean Air Act, CERCLA, and RCRA. This experience includes representation of clients before local, regional, state, and federal agencies on a variety of projects, ranging from local residential and commercial projects to large energy infrastructure projects. Mr. Luesebrink also provides legal guidance on health and safety matters, including federal and California Occupational Safety and Health Administration regulatory compliance.
Prior to joining Manatt, Mr. Luesebrink worked as Senior Attorney for Southern California Edison Co., advising SCE business units on various environmental and land use matters. He also served as Deputy Attorney General in the Office of the California Attorney General where he litigated CEQA and the Coastal Act cases, and provided legal guidance on other environmental and land use matters. Prior to becoming a lawyer, Mr. Luesebrink served as a Policy Assistant at the California Natural Resources Agency, where he worked on statewide water resource, energy, and land use issues.
Mr. Luesebrink's experience includes the representation of clients on the following types of matters:
ˇ Environmental review and permitting for electrical transmission lines and substations and other energy infrastructure projects (NEPA, CEQA, Coastal Act, GO 131-D, CEC Site Certification);
ˇ Compliance with environmental laws for development projects and existing industrial facilities (federal and California water quality, air quality, and hazardous waste regulations);
ˇ Advising energy clients on energy regulatory matters for large industrial facilities (e.g., refineries and power plants).
ˇ Responding to environmental enforcement actions;
ˇ Litigating CEQA and Coastal Act cases;
ˇ Response to agency actions concerning hazardous substance releases and cleanup of contaminated sites (e.g., CERCLA and California hazardous waste sites);
ˇ California water rights permitting and proceedings.
