Biography

Marcus Navin-Jones joined Keller and Heckman in 2010. Mr. Navin-Jones is a UK qualified lawyer who specializes in EU Regulatory law. His practice focuses on EU environmental law, product safety and liability law, EU chemical control law, packaging & labeling law and free movement of goods/services issues.

Mr. Navin-Jones advises on all compliance and litigation aspects regarding EU environmental law including pollution, waste, recyclable and recycled products, bio-fuels, energy and renewable energy, emission trading (such as the EU Emissions Trading Scheme) and liability regarding environmental damage.

Mr. Navin-Jones assists clients on all issues regarding product safety and liability, in particular clients in the nanotechnology, toys, cosmetics and medical device industries. Where breach of contractual and/or legal requirements arise, Mr. Navin-Jones assists in product recalls, authority-facing communications, RAPEX and RASFF notifications, defense of claims, limitation of liability and other legal crisis management issues. He also provides legal opinions on general compliance issues as regards the GPSD, Defective Products Directive, New Approach Directives (including conformity with the essential safety requirements and relevant harmonised standards), etc.

Mr. Navin-Jones provides advice on EU chemical control law in particular, compliance with REACH, CLP and GHS, WEEE and RoHS, the BPD, the PPPD (91/414) and all relevant proposed/recast legislation. He also advises on issues regarding the transportation of dangerous goods on roadways and rail (ADR/RID).

Mr. Navin-Jones assists clients with pre-market approval of products and the defence of existing products (such as nano-enabled products). When clients encounter obstacles to trade, he advises on market access, free movement of goods/services, mutual recognition, and removal and/or circumvention of trade barriers, in particular as concerns Articles 34-36 TFEU, the Goods Package and the Mutual Recognition Regulation.

In addition, Mr. Navin-Jones regularly publishes articles in various publications such as Chemical Watch.

Mr. Navin-Jones speaks fluent Spanish and conversational French.
