Mark Busching serves as a counsel in the Public Policy Group at Crowell & Moring's Washington, D.C. Office. With extensive expertise in the areas of transportation, homeland security, and the congressional appropriations and authorization processes, Mark has over 15 years of federal government experience and provides strategic guidance, technical expertise, crisis management, and high-level policy and political advocacy before both Congress and the Administration.
Mark's depth of experience includes the areas of transportation and homeland security, in particular transportation security and emergency preparedness and response. In 2005, he led the Department of Transportation's emergency response effort, receiving the Secretary's Gold Medal for his performance during Hurricanes Katrina and Rita. Additionally, he led the USDOT effort in developing an Avian Flu pandemic threat response plan. His congressional experience includes securing tens of millions of dollars through the appropriations and authorization process for projects relating to transportation infrastructure, defense, as well as other key areas.
Mark's prior experience includes serving as Senior Policy Assistant to the U.S. Secretary of Transportation under Secretary Norman Y. Mineta, Acting Secretary Maria Cino, and Secretary Mary Peters. In the Office of the Secretary, he managed all issues pertaining to surface transportation, as well as transportation security and FEMA-related issues. Mark also served as Chief of Staff to Congressman Robert Aderholt, Chairman of the House Appropriations Subcommittee on Homeland Security.
He began his career in Washington, D.C. on the legislative staff of Congressman Rick Lazio after successfully guiding the Congressman to his first reelection by a historic margin. Before coming to Washington, Mark worked for New York State Assemblyman John Cochrane, as well as for the Suffolk County Republican Party. He holds a law degree from St. John's University and is a member of both the New York and the District of Columbia bars.
