Mark F. Glaser focuses his practice on legislative issues, governmental ethics and compliance, procurement practices, competitive bidding requirements, public finance and manufactured housing. Previously, he served as counsel to the Majority of the New York State Assembly, acting as legal advisor to five speakers of the assembly as well as other members of the assembly's leadership. He was a key negotiator on numerous issues, including budget/appropriations, public finance, energy, telecommunications, health care reform, banking, and public authorities. As chief ethics counsel for the assembly, Mark advised assembly members and staff and was a principal draftsman of the 1987 Ethics in Government Act. He also was responsible for the assembly's compliance with the Freedom of Information Law and has been involved in myriad election and campaign matters. Mark is a frequent lecturer on lobbying laws, ethics and related matters.
