Matt concentrates his practice in the areas of real estate development, municipal and commercial finance and tax credit transactions.
Matt assists developers, lenders and investors in all aspects of transactions involving federal, state and local tax credits and incentives, including New Markets Tax Credits, historic rehabilitation tax credits, brownfield remediation tax credits and low-income housing tax credits. Matt's representation involves counseling and advising clients in all aspects of a tax credit transaction, including structuring, compliance, drafting of operational documents, negotiation of business and legal issues and the facilitation of the of the use, sale and purchase of tax credits.
Matt represents developers, municipalities, investors and lenders in projects utilizing various sources of public and private financing, including tax increment financing, transportation development districts, community improvement districts, neighborhood improvement districts, Chapter 353 tax abatement and Chapter 100 industrial revenue bonds. Matt also represents lenders and borrowers in real estate, construction, cash flow and asset based loan transactions.
In the area of real estate transactions, Matt counsels clients in the acquisition, sale, development, financing and leasing of office, retail, industrial, residential and undeveloped property.
He has also assisted in drafting and reviewing amendments to various state and local statutes, including the Missouri Transportation Development District Act, the Missouri Community Improvement District Act, the Real Property Tax Increment Allocation Redevelopment Act, as well as the Missouri Historic Rehabilitation Tax Credit and Low-Income Housing Tax Credit statutes.
Matt was an Intern for U.S. Representative Jerry F. Costello (D-Ill.).
