Biography

As an attorney in the regulatory group, Matt Field assists clients with regulatory and legislative matters in a broad range of industries.

Mr. Field counsels electric utilities, renewable energy companies, power plant developers, oil refiners, and independent power producers on regulatory issues involving the Federal Energy Regulatory Commission, the Department of Energy, and state utility commissions. He has participated in litigation before the Federal Energy Regulatory Commission and in federal courts, including representing shippers in challenges to the rates and practices of oil pipelines. Additionally, Mr. Field has assisted renewable energy companies in obtaining federal grants, navigating the regulatory processes governing construction of new projects, and contracting for sales of renewable power.

Mr. Field advises mailers on a broad range of postal issues, including litigating complaints against the Postal Service before the Postal Regulatory Commission.

More broadly, Mr. Field counsels and, when necessary, litigates on behalf of, his clients with respect to a wide variety of regulatory issues. Mr. Field uses his extensive knowledge of administrative and constitutional law to craft effective solutions to his clients' problems.

On behalf of his clients, Mr. Field engages in all aspects of the administrative process-beginning with efforts to shape the regulations themselves, continuing on to assisting with compliance once regulations are in place, and extending to defending his clients against enforcement actions. Mr. Field also has experience challenging regulations and other agency actions in federal district and appellate courts.
