    Biography

    Drew represents public utilities in all types of legislative and regulatory issues, including administrative litigation, regulation compliance and governmental affairs representation at the Georgia General Assembly. He advises public utilities on a wide range of federal and state regulatory issues including administrative actions, regulatory and statutory compliance, supply-side recourse construction monitoring, privacy, open records act requests and customer service issues. Drew's over eight years of experience in representing utilities runs the gamut in subject matter, from resource planning, rate design, cost of service issues in rate cases, supply-side resource certification, and demand-side management program design, implementation and certification.

    Representative Experience

    Drafted and successfully lobbied for enactment or amendment of Georgia statutes affecting utility regulation, integrated resource planning, environmental protection, transportation, state revenue code, banking, insurance, employment and appropriations.

    Counsel to Georgia Power Company in its 2004, 2007 and 2010 retail rate proceeding before the Georgia Public Service Commission focusing on decommissioning, depreciation, rate design, environmental cost recovery and cost of service issues.

    Represented Georgia Power in proceeding reviewing avoided cost methodology under the Public Utility Regulatory Policies Act of 1978.

    Represented Georgia Power in the creation of Georgia Power's Green Power Program and procurement of green energy resources.

    Represented Georgia Power Company in administrative ex parte rule making before Georgia Public Service Commission.

    Counsel to Georgia Power Company's 2004 and 2007 Integrated Resource Plan. Represented Georgia Power Company in its 2010 Integrated Resource Plan.

    Represented Georgia Power Company in its certification of eight Demand-Side Resource Programs.

    Counsel to Georgia Power Company in its Certification of McDonough Units 3, 4 and 5, Mitchell Unit 2 Biomass Conversion, and Plant Vogtle Nuclear Generating Units 3 and 4.

    Counsel to Georgia Power Company in several customer service matters including privacy issues, fair credit act issues, disconnections, and user fee issues.

    Helped prepare witnesses for testifying before the Georgia Public Service Commission in several actions before the Commission.

    Counsel to electric utilities concerning military privatization issues.

    Counsel to electric utilities concerning regulatory issues in Alabama, Georgia, Florida, South Carolina, North Carolina, New Mexico and Virginia.
