Mike Shea is a member of Sutherland's Litigation Practice Group, where he concentrates his practice in government contracts counseling and in representing government contractors in alternate dispute resolution proceedings and in proceedings before the U.S. Court of Federal Claims and other federal, state and local courts. He also represents clients before the boards of contract appeals, the General Accounting Office, the Small Business Administration and other federal, state and local offices. Mike has more than 25 years of experience in government contracts matters, and he has successfully represented many major corporations in highly contested disputes, often involving tens of millions of dollars. Mike provides advice on a broad range of issues, such as contract formation problems (including bid protests); contract performance problems; contract terminations; suspension, debarment and fraud issues; specification problems; automatic data processing procurement problems; cost accounting requirements; defective pricing issues; and disputes with subcontractors and suppliers. His clients include manufacturers, insurance companies, construction companies and architectural and engineering firms. Mike has been involved in disputes arising under contracts with the U.S. Departments of Agriculture, Commerce, Defense (including disputes with the Departments of the Army, Navy, Air Force and Defense Logistics Agency), Energy, Health and Human Services, Housing and Urban Development, Interior, State, Transportation, and the Treasury; the General Services Administration; the National Aeronautical and Space Administration; the Small Business Administration; the Tennessee Valley Authority; the Veterans Administration; and the U.S. Postal Service. Mike has served as the Planning Chairman for several American Law Institute/American Bar Association continuing legal education seminars about government contract issues and recently published an article on appeals to the Federal Circuit in Government Contracts cases. He is admitted to practice before the U.S. Court of Federal Claims, federal district and appellate courts, and the U.S. Supreme Court. Prior to entering private practice in Washington, D.C., he served for two and a half years as an attorney for, and Assistant Secretary of, the Tennessee Valley Authority.
