Neal W. Steinbart is a partner in Barnes & Thornburg LLP, resident in its Indianapolis office. He is a member of the Governmental Services & Finance Department and concentrates his practice in municipal finance, including municipal bonds. Mr. Steinbart has served as bond counsel in a wide variety of tax-exempt financings. He has represented issuers, underwriters, borrowers, and credit providers. Mr. Steinbart's financings for the state of Indiana and its counties, cities, towns, townships, school corporations, and special taxing districts have ranged from general obligation bonds to tax increment bonds to revenue bonds. His work has included financings of public buildings, transportation systems, and other infrastructure; economic development and redevelopment projects; manufacturing facilities; airports; sewer, water, and solid waste disposal facilities; single-family and multi-family housing; working capital; and non-profit facilities such as colleges and universities, hospitals, retirement communities, museums, and primary and secondary schools. Mr. Steinbart has counseled clients on a wide variety of complex financial products, including variable rate bonds, commercial paper, guaranteed investment contracts, and derivative products such as interest rate swaps and caps. Mr. Steinbart earned his B.A. magna cum laude in 1979 from St. Olaf College in Northfield, Minnesota, and is a member of Phi Beta Kappa. He graduated from Northwestern University School of Law in 1982, after serving as a member of the Northwestern University Law Review. He practiced law in Minneapolis from 1982 to 1986, became an associate at Barnes & Thornburg in 1986, and joined the partnership in 1992. He served on Barnes & Thornburg's ethics committee from 1993 to 1997. Mr. Steinbart was selected for inclusion in The Best Lawyers in America® 2011 in the field of public finance law. He was named the Best Lawyers'® 2011 Indianapolis Public Finance Lawyer of the Year. Mr. Steinbart is admitted to practice in Indiana.
