As a member of the Energy & Natural Resources industry team, Neil focuses on federal and state energy issues, with a particular emphasis on energy regulation. He has litigated electric transmission and natural gas and oil transportation matters before the Federal Energy Regulatory Commission (FERC).

Neil served as an attorney advisor in FERC's Office of Administrative Law Judges from 2007 to 2010 and received four FERC Awards for quality of service. He performed administrative law research and legal analysis in complex regulatory proceedings and drafted initial decisions, procedural and substantive orders, and certifications of settlement.


Represented greenfield natural gas pipeline company before FERC and the U.S. Court of Appeals regarding the pipeline's certificate authority to construct a new line in early Marcellus shale development project. Company prevailed against environmental interest groups that sought to block the project.

•Co-counsel for electric cooperative in litigated matter before FERC to classify the cooperative's facilities as transmission for recovery under regional transmission organization (RTO) transmission formula rate.

•Represented natural gas shipper in FERC natural gas pipeline rate proceeding regarding pipeline's fuel rates and tracker mechanism. Administrative law judge ruled favorably for client.

•Assisted in the representation of nonprofit electric cooperative and electric company before the Kansas Corporation Commission in a classification of facilities (that is, transmission or distribution) proceeding and in transmission formula rate cases. These matters settled favorably for client.

•Represented shippers in oil pipeline rate proceeding before FERC.

•Prepared two applications to FERC on behalf of a gas distribution company regarding the acquisition of natural gas pipeline assets in Missouri.
