In 1991, Jorge Paz Durini and Bruce Horowitz Rossen founded the Paz Horowitz Law Firm. The Firm added two new name partners in 2011, Javier Robalino Orellana and Rodrigo Garcés Velalcázar, so the firm's name changed to Paz Horowitz Robalino Garc´ss (PHRG).

In 2012 and 2013, PHRG was shortlisted for Law Firm of the Year in Ecuador by Chambers and Partners. The firm consistently receives recommendations from IFLR 1000, Legal 500 and Latin Lawyer 250.
