The Utah State Bar is a unified Bar.

The Utah State Bar is a unified mandatory Bar. The Utah State Bar began as an association of Utah lawyers who gathered together to improve communication within the legal community and find ways of serving the general public. In 1931 the Utah legislature recognized the need to foster those goals and designated the Utah State Bar by statute to manage and regulate the legal profession by licensing all persons who engage in the practice of law. In 1985 the Utah State Constitution was amended to clarify that regulation of the legal professional should be performed under the judicial branch of government through the Utah Supreme Court, and the Bar was then "perpetuated, created, and continued" to perform regulatory and public interest services under the direction and control of the Supreme Court.

The Utah Supreme Court has defined the mission of the Bar to include "regulating admissions and discipline and fostering integrity, learning, competence, public service and high standards of conduct." The Court also instructed the Bar to "provide a forum for the discussion of law reform and the practice of law and encourage practices that will advance and improve the honor and dignity of the legal profession."

The Bar is managed by a thirteen-member Board of Bar Commissioners, eleven of whom are lawyers elected by members of the Bar in the state from various geographic districts and two are non-lawyers appointed by the Utah Supreme Court. The Commission also includes nine non-voting ex officio members including the deans of the University of Utah and Brigham Young University law schools, the Bar's delegate to the American Bar Association, the Utah American Bar Association members' delegate to the ABA, president of the Young Lawyers Division, and representatives from the Women Lawyers of Utah, the Utah Minority Bar Association, the Bar's representative to the Utah Judicial Council, and the Past President of the Bar.

The Bar Commission has established the mission of the Bar as "To represent lawyers in Utah and to serve the public and the profession by promoting justice, professional excellence and respect for the law." Within the mission, the Commission has established three primary goals: (1) to promote the administration of justice; (2) to uphold and elevate the standards of courtesy, ethics, competence, professionalism, public service and collegiality in the legal profession; and (3) to educate the public about the rule of law and the responsibilities under the law and to increase public understanding of the role of the legal profession within the system of justice.

The Bar's annual meetings are held in July each year at which time new officers are seated and business meetings are conducted in addition to continuing legal education seminars and activities. This annual meeting has been held in Salt Lake City and Park City, Utah; Sun Valley, Idaho; San Diego, California; and Beaver Creek, Colorado. The Bar annually holds a mid-year meeting in March in St. George, Utah.

The Utah State Bar provides hundreds of hours of continuing legal education seminars to assist members in satisfying their Supreme Court imposed mandatory continuing legal education biannual requirements of 27 hours of certified hours. The Bar also prosecutes disciplinary cases through a staff of five lawyers and two paralegals who file cases alleging ethical violations in the Utah District Courts. The Bar holds a weekly program of free legal advice through volunteers, called "Tuesday Night Bar," conducts a client security fund and fee arbitration program and coordinates voluntary pro bono through a staff position.
