Rafael Perez is a partner in the firm's Public Finance Department. Mr. Perez has been involved in a wide variety of public finance projects, acting as bond counsel, underwriter's counsel, trustee's counsel and borrower's counsel. He has represented investment banks, corporations organized under Section 501(c)(3) of the Internal Revenue Code, for-profit corporations, cities, townships, boroughs, states and their agencies and authorities. Mr. Perez has also represented corporations and financial institutions in transactional and general corporate matters in the United States, Mexico and South America.
Mr. Perez also works with professionals in the Public Policy & Government Relations group, advocating for clients with decision-makers in all branches of local, state and federal government.
Mr. Perez has served as regional president of the National Hispanic Bar Association from 1989-1990 and president of the Hispanic Bar Association in New Jersey from 1994-1995. He served as a trustee of the New Jersey State Bar Association from 1996-2002. Mr. Perez is a member of the National Association of Bond Lawyers and the New Jersey Bar Association. He also serves as chairman of the board of trustees of New Jersey City University. In addition, Mr. Perez serves on the board of trustees of the Independent College Fund of New Jersey. In 2013, Mr. Perez received the Statewide Hispanic Chamber of Commerce of New Jersey's (SHCC-NJ) Attorney of the Year Award for his exemplary achievements in business that have significantly empowered the New Jersey Hispanic community.
•Represented UMM Energy Partners, LLC a subsidiary of South Jersey Industries and DCO Energy, as borrower's counsel in a public private financing for an energy supply system on the campus of Montclair State University.
•Served as bond counsel to the Township of Cherry Hill, New Jersey.
•Served as underwriter's counsel on a financing for the Institute for Advanced Study.
•Served as underwriter's counsel on New Jersey Educational Facilities Authority financing for Ramapo College.
•Served as underwriter's counsel on New Jersey Educational Facilities Authority financing for Rider University.
•Served as underwriters counsel on Dormitory Authority of the State of New York financings for Teacher's College.
•Served as underwriter's counsel for Dormitory Authority of the State of New York PIT financing for the State of New York.
•Served as underwriter's counsel on Rutgers, The State University, general obligation bonds.
•Served as bond counsel to the South Jersey Transportation Authority.
•Served as bond counsel to the New Jersey Transportation Trust Fund Authority.
Before Edwards Wildman
Prior to joining the firm, Mr. Perez was co-chair of the Public and Project Finance practice group of a national law firm. Mr. Perez also previously served as executive director of the New Jersey Educational Facilities Authority from 1994 to 1998, where he was responsible for the financing and development of various facilities for the state's public and private institutions of higher education.
