Richard is an associate in the Business Law Department in our Newport Beach office. Richard currently concentrates his practice in the area of telecommunications transactional work, litigation, regulatory representation, and strategic counseling.
Notable Experience
· Richard has negotiated and arbitrated numerous interconnection agreements on behalf of competitive telecommunications providers in multiple jurisdictions across the country.
· Richard has drafted and filed numerous regulatory compliance and advocacy filings with the Federal Communications Commission and numerous state regulatory commissions on behalf of competitive telecommunications providers.
· Richard has represented competitive telecommunications providers and other clients in litigation before numerous federal district courts, five federal circuit courts of appeal, and the United States Supreme Court
Before Edwards Wildman
Richard began his legal career focusing on appellate litigation in a large Washington, DC law firm. Over the past decade, Richard has transitioned his focus to the representation, counseling, and assistance of competitive telecommunications providers.

Richard enjoys sports and movies. Richard also enjoys adventure travel and high-altitude mountaineering, with successful ascents of Mt. McKinley (Alaska), Mt. Rainier (Washington), Mt. Whitney (California), Mt. Kilimanjaro (Tanzania), Aconcagua (Argentina), Cho Oyu (Tibet), and a number of Colorado "Fourteeners."
