BiographyRichard P. Ferrin is counsel with the Customs and International Trade Practice of the Corporate and Securities Practice Group. Richard focuses his practice on international trade regulations, particularly antidumping and countervailing duty proceedings at both the administrative and appellate levels, global "safeguards" proceedings and on customs matters involving classification issues and country-of-origin determinations. Richard has considerable knowledge of and experience in representing foreign manufacturers, foreign exporters, and U.S. importers in antidumping and countervailing duty proceedings before the U.S. International Trade Commission and the U.S. Department of Commerce, and in judicial review of administrative actions at the U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit and North American Free Trade Agreement binational panels. He also advises importers on how to minimize antidumping duty liability. His experience includes the successful representation of clients before the International Trade Commission in antidumping and countervailing duty injury investigations, at either the preliminary or final investigation stages, and in five-year sunset reviews. Some of Richard's successes include securing no-injury rulings at the preliminary stage in an investigation involving circuit breakers from South Africa, at the final stage in an investigation involving sodium metal from France and in a sunset review of an antidumping duty order on carbon and certain alloy steel wire rod from Canada. Richard also succeeded in reducing the antidumping duty margin from 40 percent to less than 1 percent for a producer and group of affiliated resellers in a complex Department of Commerce administrative review of stainless steel sheet and strip in coils from Japan. Before the Court of International Trade, Richard secured a ruling sustaining an International Trade Commission negative injury finding in a sunset review of corrosion-resistant carbon steel flat products from Canada. Most recently, Richard obtained a favorable ruling from the U.S. Court of Appeals for the Federal Circuit, vacating a Court of International Trade judgment and remanding an International Trade Commission threat-of-injury determination regarding lightweight thermal paper from Germany (Papierfabrik August Koehler AG v. United States, 2010-1147 (Fed. Cir. Jan. 11, 2011)). In General. Richard received his J.D. degree from American University, where he was the Federal Circuit Editor of the American University Law Review. He received his undergraduate degree from Northwestern University. Richard is a member of the District of Columbia Bar, and also has been admitted to the U.S. Court of International Trade, U.S. Court of Appeals for the Sixth Circuit, U.S. Court of Appeals for the Federal Circuit and U.S. Supreme Court.
