Rich Noland, a member of Sutherland's Energy and Environmental Practice Group, concentrates his practice in the public utility regulatory law area, representing electric utilities, power marketers, independent power producers, retail electric providers and other energy companies, as well as large industrial energy users. He has been involved in a variety of natural gas and electric rate, restructuring, and certificate proceedings before the Federal Energy Regulatory Commission (FERC) and state regulatory agencies, including public utility commissions in Texas, Arkansas, Georgia, Iowa, Virginia, West Virginia and other states. Rich's appellate experience includes arguments before the U.S. Court of Appeals for the D.C., Third, Fourth, Fifth, and Ninth Circuit, as well as in Texas State Courts. Representative Experience Rich's recent representative experience includes: · Serving as lead counsel for a coalition of parties proposing to construct an 800-mile, high-voltage transmission line to permit wind energy developers in the Texas Panhandle to deliver power to major Texas cities. · Assisting an electric utility in obtaining federal and state regulatory approvals to construct the first large-scale commercial interconnection between the Texas and Mexican electric grids. · Advising clients, including electric utilities, generators, power marketers, and retail electric providers, on FERC and state regulatory compliance issues.
