Established in 1989, RLLS and its many attorneys have an impressive record of service to the state and in the practice of law. As one of the state's first law firms to recognize that a client's legal issues can often be addressed through a comprehensive approach that may include all of the various branches of government, RLLS has established itself in the areas of business and commercial transactions, administrative law, health care law, government relations, sports franchise law, procurement law, zoning and land use, and complex litigation. Many of RLLS' partners have enjoyed years of success in the public and private sectors before uniting to create the firm. Alan M. Rifkin was former Maryland Governor William Donald Schaefer's first Chief Legislative Officer and Counsel. Mr. Rifkin previously served as counsel to the Maryland Senate. While serving in Schaefer's cabinet, Rifkin spearheaded the authorization of the Camden Yards sports complex, now the home of the Baltimore Orioles and Ravens, and was widely credited with many of the Schaefer Administration's early successes. Scott A. Livingston was an Assistant Attorney General with the Maryland Department of Transportation and the author of "Principles of Maryland Procurement Law." Former Senator Laurence Levitan served as chairman of the Maryland Senate's Budget and Taxation Committee for 16 years and his Committee Counsel, Michael V. Johansen, is now the Firm's Administrative Partner. Former Judge Edgar P. Silver served in the General Assembly of Maryland before his appointment to the Circuit Court of Baltimore City, where he served for more than 20 years. Melvin A. Steinberg served as both President of the Maryland Senate, and later Lieutenant Governor of the State of Maryland, before joining the Firm.
