Riley & Dunlap traces its history to W. B. Whitlow, a Westminster college graduate, who began practicing law in Fulton after graduating from the University of Missouri law school in 1917. In 1957, Whitlow's son Bill Whitlow formed the firm that would later become Whitlow & Riley and, now, Riley and Dunlap. Bill Whitlow practiced law until his retirement in 1986.
Charles W. Riley joined the firm in 1963 and practiced law for over forty years, serving as President of the Callaway County Bar Association from 1969-1991, on the Missouri Bar's Board of Governors from 1984-1986, and as a Fellow of the American College of Trust and Estate Counsel.
The Firm now includes attorneys Thomas M. Dunlap, Thomas K. Riley, Joe D. Holt and Gene Hamilton. Riley & Dunlap is Callaway County's oldest and largest law firm and has achieved the highest rating for legal ability in Martindale-Hubbell, the highest awarded by Martindale-Hubbell.
