Bob is the President of Government Relations for ML Strategies in Boston. He focuses on providing clients with strategic advice and support to move their legislative priorities through the Massachusetts House, Senate, and executive processes.
Before joining ML Strategies, Bob served in the Massachusetts Legislature for nearly three decades. Most recently, he served as a Massachusetts State Senator from 1990 until 2007, representing the Fourth Middlesex District, which includes Cambridge, Arlington, Lexington, Woburn, and Billerica. During his time in the Senate, he held the positions of assistant majority whip (2002 - 2007) and senate chairman of the Joint Committee on Transportation (1990 - 2002).
As a senator, Bob directed legislative oversight for the financing, construction, and administration of the Metropolitan Highway System. He was responsible for sponsoring and advancing a number of important legislative initiatives related to the state's transportation network, including the first bill allowing private/public partnership for a public highway development (Route 3 North). Bob also drafted and led the passage of legislation for the Rose Kennedy Greenway, which established the governance structure for the parcels above Boston's Central Artery Tunnel project.
As the senate chairman of the Joint Committee on Transportation, Bob oversaw all legislation related to public transportation agencies, including the MBTA, Massport, the Massachusetts Aeronautics Commission, MassHighway, the Massachusetts Executive Office of Transportation and Construction, the Massachusetts Executive Office of Environmental Affairs, and the Massachusetts Turnpike Authority. As majority whip, he coordinated legislative initiatives for various committees, including Transportation, Financial Services, Government Regulation and Telecommunications, and Utilities and Energy.
Before becoming a senator, Bob served as a member of the Massachusetts House of Representatives, where he was a member of the Taxation Committee and vice chairman of the Committee on Bills in Third Reading.
