Steven J. Koprince, a partner with Petefish, Immel, Heeb & Hird, LLP, practices in the areas of government contracts and small business law. Mr. Koprince counsels clients in a wide variety of matters, including compliance with the Federal Acquisition Regulation and the rules and regulations governing eligibility and participation in the federal government's programs for small, disadvantaged businesses, such as the 8(a) Business Development Program, the HUBZone Program, the Service-Disabled Veteran-Owned Small Business Program, and the Women-Owned Small Business Program.
Mr. Koprince understands the unique hurdles small businesses face in developing relationships with other companies (like affiliation and the FAR's limitations on subcontracting). To that end, Mr. Koprince assists clients in creating compliant teaming agreements, joint venture agreements, subcontracts, and mentor-protégé relationships.
Mr. Koprince is the author of The Small Business Guide to Government Contracts (AMACOM Books, 2012), a reader-friendly discussion of the key compliance issues small contractors face in the federal government market. Mr. Koprince has also authored many articles on topics of interest to small government contractors, which have been published in leading industry and legal publications. He is the publisher of the SmallGovCon blog (smallgovcon.com), which provides news and commentary on SBA OHA size appeals, GAO bid protests, and other news and notes related to government contracting. Mr. Koprince is also a regular guest contributor to Nolo's Small Business Legal Blog and the GovCon Channel, a blog sponsored by the American Small Business Coalition. Mr. Koprince has spoken to audiences across the country on government contracting topics ranging from joint venturing and teaming to ethics and responsibility.
