Biography

Tom has extensive experience in a wide variety of government contracts matters. In recent years, he has been able to draw on his experience and technical expertise as he has concentrated his client-focused efforts on intellectual property issues, on internal investigations, compliance, and false claims matters, on civil litigation and alternate dispute resolutions and on protests.

Recognized by Chambers USA 2009 Client's Guide as a "prominent and powerful advocate" who is "widely respected for his vast experience in government procurement matters."

Significant Matters

Mr. Madden has assisted clients in pursuing or defending claims, involving collectively more than $2 billion. He has also served as lead counsel on numerous protest matters involving, collectively, over several billion dollars in contract value.
