Legal services provided by Tom are enhanced by his nearly 20 years of work experience in the electric and gas utility industries, which have given him a broad background in utility operations, management, accounting and regulatory affairs. As a utility company manager and as a lawyer, Tom's background includes substantial involvement in the development of policies and implementation measures concerning the restructuring of the electric utility industry in the state of New York. His background also includes involvement in the opening of various aspects of traditional utility services to competitive markets as well as extensive participation in a wide range of matters concerning utility rates and regulation. Tom is positioned to advise utilities as well as energy service companies and others in a wide range of matters related to energy and utility services. REPRESENTATIVE MATTERS: Electric and gas utility retail rates, terms and conditions of service and customer service standards; Electric utility tariffs for on-site generation and standby service; Acquisitions and sales of utility properties and facilities; Electric power and natural gas supply contracting; Regulatory rulemaking and policy-setting proceedings; Utility divestiture of electric generation assets and treatment of strandable costs; Establishing competitive market for retail electric energy supply; Establishing competitive markets for retail electric metering and billing services; Electric and gas retail rate restructuring to reflect competitive markets for services; Development of standard business practices for participants in competitive markets for traditional utility services; Interconnection of on-site generation to utility transmission and distribution systems; Electric retail rate restructuring to promote energy efficiency and distributed generation; Performance based regulation of utilities and multiyear rate plans; Accounting and rate treatment for new or changed accounting rules and tax laws; Promotion of use of renewable technologies in the generation of electric power; Rates, terms and conditions respecting attachment of communication company facilities to electric utility facilities.
