Tim received his Bachelor of Science, magna cum laude, in Business Administration from Salisbury State College in 1978 and received his Juris Doctorate, cum laude, from Stetson University (1981). He was a Charles Dana Scholar at Stetson. Charles Dana Scholars are selected in recognition of superior academic achievement as well as demonstrated leadership in the college community.

Tim was born in rural St. Mary's County, Maryland and has been a resident of Florida since 1978, practicing first in Palm Beach and moving to Sarasota in 1983. He is an active member of the community, and he volunteers his time at InStride Equine Assisted Therapy, an organization who's purpose is to improve the physical and/or neurological status of individuals with physical and mental disabilities through the utilization of the horse as the most effective treatment tool.
