Experience

Troy is a Shareholder in the Health care practice group in our Orlando and Fort Lauderdale Offices. Troy is a Florida Bar Board Certified health law attorney that concentrates his practice in the area of health care law which includes, without limitation, corporate law issues, Medicare/Medicaid fraud and abuse, false claims, billing and reimbursement, corporate compliance, PPACA, HIPAA, EMTALA, Stark, self-disclosure and exclusions, and daily hospital operational issues.

Troy represents various clients in the health care industry, including hospitals, skilled nursing facilities, physicians, diagnostic imaging centers, home health agencies, weight loss centers, medical equipment suppliers, pharmacies, and laser specialty centers. In addition, Troy handles criminal, civil and administrative health care fraud investigations, qui tam or whistle blower cases, contract disputes, and health insurance claims.

Troy also has extensive experience representing parties in health care transactions, including drafting operational documents, contracts, leases, management agreements, letters of intent, and other necessary documents. Troy currently advises clients on the intricacies and requirements under the recently enacted health care reform laws known as PPACA. He also frequently advises clients about federal and state fraud and abuse laws and gives opinions when necessary suggesting alternative ways to achieve objectives.

Troy conducts fraud and abuse and HIPAA investigations and audits. He makes recommendations regarding voluntary compliance to avoid civil and criminal liability and damages under the federal and state False Claims Acts and other federal and Florida laws.

As a part of Troy's professional development, he actively participates in state and national health law organizations. Troy lectures extensively on issues such as, and without limitation, Medicare, Medicaid, PPACA, HIPAA, compliance, EMTALA, physician self-referral, Stark, and fraud and abuse.

Troy is the former Deputy General Counsel (and acting General Counsel) for a firm client, Broward Health (the North Broward Hospital District). While at Broward Health Troy managed all aspects of the legal department, including advising the health system and its Board of Commissioners on all legal issues affecting Broward Health, supervising and managing inside and outside counsel, and creating innovative ways to streamline the legal processes of the health system. Broward Health is the seventh largest public hospital system in the United States. Broward Health's revenues for 2008 exceeded $1 billion.

Prior to joining GrayRobinson, Troy gained significant health care experience by working for over 10 years in three different Florida hospitals. Troy worked in many capacities in each hospital, including the admitting and insurance verification and authorization departments. Troy also supervised a 10-member administrative team that performed all administration functions for a hospital's oncology department.

Troy was born and raised in Lakeland, Florida. He graduated from Florida State University in 1993. Troy graduated from the Nova Southeastern University Shepard Broad Law Center with high honors in 1998, where he was a member of the Nova Law Review.
