Executive Summary

Vince DeRose is the national leader of the Defence and Security Industry Group, and the regional leader of the Energy Markets Group and the Oil and Gas Group in our Ottawa Office.

Vince regularly acts as counsel to both suppliers and purchasers in complex procurement transactions. He has assisted federal and municipal governments, Crown corporations, Crown agencies, corporations, hospitals, museums and suppliers of various types of goods and services on all aspects of tendering and contracting, including the formulation of procurement strategies, analysis of solicitation documents, assessments of contractual terms and conditions, development of procurement proposals, evaluation of bids, and assisting with bid challenges. To this end, he has acted as counsel on many complex federal government bid disputes before the Canadian International Trade Tribunal, Federal Court of Canada, Federal Court of Appeal of Canada and Superior Court of Ontario.

Through involvement with defence and security industries, Vince has developed high-level expertise in Canada's export control laws and regulations. He is also regularly called upon to advise on all aspects of Canada's economic sanctions, including the exemption permit process, and Canada's international anti-bribery rules, including Canada's Corruption of Foreign Public Officials Act.

Vince has also been recognized by his peers in The Best Lawyers in Canada® in the Energy Regulatory Law category. In this regard, Vince often represents clients on natural gas and electricity regulatory matters before the Ontario Energy Board and the National Energy Board.
