Customs Enforcement Of "24 Hour" Rule

On February 2, 2003, the United States Customs Service ("Customs") will begin enforcing its recently issued "24 Hour Advance Vessel Manifest Rule," also known as the "24 Hour Rule." This rule requires sea carriers to provide detailed information regarding the contents of sea containers destined for the United States at least twenty-four hours before the cargo is loaded onto ships. Customs believes that enforcement of the rule will decrease the risk that weapons of mass destruction are smuggled onto cargo containers in foreign countries and facilitate the prompt release of legitimate cargo upon arrival in the United States.
