The Emergency Economic Stabilization Act of 2008 requires the Securities and Exchange Commission (the "SEC") to conduct a study of mark-to-market accounting - or fair value accounting - in consultation with the Secretary of Treasury and the Board of Governors of the Federal Reserve System.
