A Local Telephone Service Primer: Regulating the Path to Competition |

Providers of telecommunications services are subject to a complicated array of federal and state statutes and regulations, laws that are constantly changing yet continually lagging the changes in technology used to provide telecommunication services. This paper concentrates on the laws that apply to the wholesale relationships between competing providers of "local" telephone service, in particular, the federal Telecommunications Act of 1996, 47 U.S.C. ยงยง 251 et seq. (the "Act" or "FTA"), and implementing regulations promulgated by the Federal Communications Commission ("FCC"), 47 C.F.R. Part 51.
