Attorney General Eric Holder's recent Freedom of Information Act (FOIA) Guidelines directing agencies to make presumptions in favor of disclosing, rather than withholding, requested records were published in the Federal Register on September 29, 2009, 74 FR 49,892 (Sept. 29, 2009), (although the Guidelines were actually issued earlier in the year).
