The Pennsylvania General Assembly recently enacted legislation, signed on May 4, 2006 by Governor Rendell, which limits the use of eminent domain in Pennsylvania and specifically prohibits the use of eminent domain for developments undertaken by private enterprises, except under certain limited circumstances.
