The Federal Acquisition Regulation ("FAR") Council has issued a final rule and a proposed rule relating to sale leasebacks and a final rule relating to post retirement benefits other than pensions ("PRBs"). While the sale leaseback rules clarify certain ambiguities, the "clarifications" may impact adversely the economics of sale leaseback transactions.
